INVITATION FOR BIDS For the Construction of the Conveyance System and CHPP-3 and CHPP-4's Modification and SCADA Procurement ID: CB No: MCA-M/CF/WRA/W/02 Ulaanbaatar, Mongolia January 06, 2023 1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). Pursuant to the Compact, the Government committed to making a contribution over the Compact term toward meeting the project objective of the Compact (the “Government Contribution”). The Government, acting through Millennium Challenge Account-Mongolia (the “MCA-Mongolia”), intends to apply a portion of the Government Contribution to eligible payments under a contract associated with this Invitation for Bids. In compliance with the principles set forth in Annex IV of the Program Implementation Agreement, dated March 5, 2019, between MCC and the Government, any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding or the Government Contribution. The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related activities: • A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (AWPP); • A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of freshwater by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and • A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply. 3. MCA-Mongolia now invites Bids for the Construction of the Conveyance System and CHPP-3 and CHPP-4's Modification and SCADA. This Invitation for Bids follows the General Procurement Notice that appeared in dgMarket online, UN Development Business (“UNDB”) online, National Mongolian Portal - www.ikon.mn, Mongolian daily newspaper Udriin Sonin (Daily News) and on the MCA-Mongolia’s website: www.mca-mongolia.gov.mn on February 10, 2022, and “Unuudur” newspaper on February 11, 2022. 4. The Procurement will be conducted through the Competitive Bidding procedures described in the Bidding Document and in accordance with the “MCC Program Procurement Guidelines” that are provided on the MCC website: https://www.mcc.gov/resources/doc/program-procurement-guidelines. 5. The Request Form, which will allow for the download of an electronic copy of the Bidding Document in the English language, is available at the following link: https://bit.ly/3Ria9py. This will ensure that interested parties and potential Bidders will receive updates regarding this Bidding Document. The Bidding Document shall contain (a) Instructions to Bidders; (b) Bid Review, Evaluation Criteria, and Bidder Qualification Requirements; (c) All the Bidding Forms that Bidders should complete and submit with their Bid; (d) Works Requirements, including the links to the technical documentation and supplemental information with which bids must comply to; and (e) Conditions of Contract to be used. 6. A two (2) day Site Visit will be organized by the Employer on February 13 and 14, 2023. The Employer highly recommends attendance to the site visit for anadequate understanding of the site condition. In order to participate in the site visit, Bidders must download the Registration Form in the Bidding Document, complete and must return it with the required attachments. 7. A Pre-Bid Conference will be held in the form of a webinar on February 15, 2023, at 10:00 am local time in Ulaanbaatar, Mongolia (GMT+08.00). Attendance at the Pre-Bid Conference is strongly advised but is not mandatory. Bids must be uploaded to the submission link specified in the Bidding Document not later than 10:00 AM, Ulaanbaatar time (GMT +8), on March 29, 2023. Please note that only electronic Bids which are uploaded using the official link shall be accepted and that late Bids and Bids submitted via e-mail will not be accepted under any circumstances.
