The US Fish and Wildlife Service, Region 2-Southwest, Texas Chenier Plain Refuge Complex, is preparing to issue a solicitation, Invitation for Bid(IFB) No. 20181AB503 on or about May 25, 2010 for the construction of buried water supply lines at the McFadden National Wildlife Refuge in Sabine Pass, Jefferson County, Texas. Minimum specifications for this requirement shall be outlined within the specifications section of the solicitation documents, once issued, and shall include, but is not limited to, construction of buried water lines including earthwork, fittings, connections to existing lines, fill, backfill, and cleaning and disinfecting of new lines and connections. Work under this project will be located in Southeast Texas at the McFadden National Wildlife Refuge along Route 87, in Sabine Pass, Jefferson County, Texas. In accordance with Federal Acquisition Regulation Part 19.1001 through 19.1008, the Small Business Competitiveness Demonstration Program Applies to this Requirement, of which the US Fish and Wildlife Service (an agency within the Department of Interior) is a participating agency. Therefore, this requirement is available for full and open competition. The North American Industry Classification Code for this Requirement is: 237110, Water and Sewer Line and Related Structures Construction. The Product Service Code is:Y245, Construct Water Supply. The small business size standard is $33.5M. In accordance with Federal Acquisition Regulation Part 36.204, the estimated project magnitude for this project is between $100,000.00 and $250,000.00. A pre-bid site visit will be offered on June 3rd, 2010 at 1:00pm CST at the project location. Directions and instructions for attending the pre-bid site visit, as well as an agenda, will be set forth within the solicitation documents, Section L. An offer guarantee in 20% of the bid price will be required when responding to the solicitation once issued. Payment and performance bonding equal to 100% of the awarded contract price will be required within 15 calendar days of the contract award date, if awarded.
