The U.S. Environmental Protection Agency (EPA), Office of Solid Waste and Emergency Response (OSWER) in accordance with the Federal Acquisition Regulation (FAR) Part 6.302.1 that "Only once responsible source and no other supplies or services will satisfy agency requirements", intends to award a sole source purchase order to MIDAC Corporation for the repair service of an existing EPA MIDAC M-Series spectrometer. MIDAC designs and builds their own electronic cards specifically for their MIDAC M-Series spectrometers. These repairs and upgrades are specific to the M-Series and all parts have been custom designed to match the internal hardware of the spectrometer. The repair requires an update of the software for acquiring and managing the data outputs from the unit. To purchase a new spectrometer would cause EPA to endure additional and unnecessary expenses. The EPA has only one known source for this procurement that is in the government's best interest.
