THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) intends to award a sole source, fixed-price, purchase order for the Office of Environmental Information (OEI) under the authority of FAR Part 6.302-1 to Software AG Government Solutions, Inc in order to procure an annual maintenance service for the WebMethods OneData Metamapper software. OEI uses this particular software to manage the Agency's Data Element Registry Services; these maintenance services provide upgrades, bug patches, and technical support. The vendor does not allow resellers access to their software licenses, and therefore for this reason EPA believes Software AG Government Solutions is the only source that can provide the required maintenance support services. NO SOLICITATION FOR QUOTES IS AVAILABLE FOR THIS PROCUREMENT. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
