THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The U.S. Environmental Protection Agency (US EPA), Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD) intends to award a sole source purchase order to Thomson Reuters in accordance with FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source procurement is for an annual electronic subscription to the Thomson Reuters scientific databases Web of Science, accessed via the Web of Knowledge. The service provides Agency scientist, regulatory and technical staff with essential information for policy, scientific and research determinations. The US EPA requires access to the Web of Science bibliographic database for all US EPA staff and contractors based at EPA Headquarters including regional and lab locations. Failure to issue this order would disrupt EPA's ability to respond in an effective and timely manner to the research and regulatory needs of the Agency's top seven priorities to protect human health and safeguard the natural environment. Thomson Reuters is the sole provider of their Web of Science subscriptions. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered.
