The U.S. Environmental Protection Agency, Air Pollution Prevent= ion and Control Division (APPCD) of the National Risk Management Rese= arch Laboratory (NRMRL), located in the Research Triangle Park, North= Carolina, has a requirement for on-site technical support for the Di= vision's in-house research program directed toward solving environmen= tal problems of national scope and importance. The APPCD serves as t= he U. S. EPA's center for research on combustion modification to prev= ent or reduce pollutant emissions, indoor air quality, emissions char= acterization, atmospheric protection, and safe building research. Th= e research will be conducted in EPA's in-house research laboratories,= which comprise unique facilities, most of which are not duplicated a= nywhere else in the world and have been underway for the past 25 year= s. Labor categories required include P4, P3, P2, and P1 engineers, s= cientists, and chemists, and T2 and T3 technicians to operate laborat= ories where basic and applied research are pursued. The contract will be a follow-on to current EPA Contract no. 68-C-99-= 201 with Arcadis Gerahty & Miller, the incumbent contractor. The sol= icitation will be issued on a full and open competitive basis, i.e., = it will not be a small business set-aside. The applicable NAICS code= is 541710. EPA anticipates the award of a Cost Plus Fixed Fee, Leve= l of Effort (LOE), term type contract. The estimated LOE includes on= e, 12-month base period of 105,000 hours, plus four, 12-month option = periods of 105,000 hours each. In addition, each period will include= 5 quantity options of 9,000 hours each. The total potential LOE for= each period is 150,000 hours. The maximum total LOE for all periods= (five years) is 750,000 hours. =20 Solicitation No. PR-CI-03-10355 is expected to be issued in early Jun= e and close approximately 30 days thereafter.
