Description
The U. S. Environmental Protection Agency (USEPA) has requirements for the installation of new exterior security cameras and protection of air intake units at its Grosse Ile Michigan laboratory. The Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, software, programming and documentation necessary for the installation, testing and training of a complete closed circuit television (CCTV)security system. This shall include, but not be limited to, the following equipment items: Exterior pan-tilt-zoom cameras, with mounting brackets Interior pan-tilt-zoom cameras, with ceiling mount kit 28 volt, 16 output power supply Digital video recorder Digital keyboard camera controller Data converter for camera PTZ control 17" color LCD flat screen monitor Equipment cabinet with shelves, power strip, and backpanel Conduit, wiring, and all miscellaneous hardware required to install The intent of this system is to provide facility monitoring of designated areas, to provide continuous recording of all cameras in the system, and to allow real time viewing and control of any camera both local and from a remote location via a dedicated DSL line. Work shall include installation of all video cameras, digital storage device, cabling, monitoring equipment, converter, controller, equipment cabinet, and all conduit, underground conduit, fittings, connectors, mounting/ceiling brackets, or other hardware required to make a complete working system as specified. The work also includes installation of control center software on a designated on-site computer, and training of personnel in the operation and troubleshooting of the installed hardware and software. For protection of the existing exposed outdoor air intake the Contractor shall provide a stainless enclosure around existing outdoor air duct located on the dock and shall provide a bird screen on the outdoor louver locate above the roof. A firm-fixed price contract is anticipated. Contract award will be made using best value methodology. Two evaluation factors will be used , past performance and price. The evaluation factors will be of equal weight. The anticipated contract performance period is 90 days after receipt of notice to proceed. The estimated price of the work is between $80,000 and $90,000. The solicitation will be totally set-aside for HUBZone certified firms. The North American Classification System (NAICS) code is 561621, which has a size standard of $10.5 million. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. See the website www.ccr.gov for information about registration. The solicitation will be released through the internet on EPA's home page at www.epa.gov/oam/cinn_cmd/. The anticipated solicitation release date is 09/01/04. No hard copies of the solicitation will be provided. Drawings will be released on a first come first served basis.
