Notice of Intent to Award a Sole Source Purchase Order to Williams S. Hein & Co., Inc. for Online Subscriptions. THIS IS A SOLE SOURCE PROCUREMENT, NOT A REQUEST FOR QUOTE (RFQ). The U.S. Environmental Protection Agency (US EPA), Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD) intends to award a sole source purchase order to Williams S. Hein & Co., Inc., in accordance with FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source procurement is for Williams S. Hein & Co., Inc.?s online subscriptions to (1) HeinOnline core Plus Collection (HeinOnline Core Collection and Heinonline US Congressional Documents Library), and (2) HeinOnline American Indian Law Collection. Williams S. Hein & Co., Inc. is the only responsible source and no other services will satisfy agency requirements. They are the sole/exclusive vendor that delivers these online subscriptions as described on their website: www.wshein.com NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein (or equivalent/adequate substitution) may submit a response, which if received no later than 10:00 am ET, September 30, 2013, will be considered.
