Notice of Intent to Issue a Sole Source Contract to Telefonica de Espana for Wired Telecommunication Services

This is a notice of the Governments intent to issue a sole source contract to Telefonica de España with a ROM of $5-10M for wired telecommunication services for Naval Station Rota, Spain. The outside cable plant infrastructure (including the conduit system) of Naval Station Rota’s telephone communications system is over 96% owned by, and leased from Telefonica. Over the half century since it was established, Naval Station Rota and the Department of Defense have consistently executed contracts with Telefonica that included the installation of a buried conduit systems and associated cable infrastructure with an approx. value of $20M that remained the property of the company, to reduce the total cost of installation. The Government intends to issue this contract on a sole source basis. Your response MUST include a) a capability statement that clearly explains your understanding and ability to perform the requirements described in the draft PWS without a degradation of services; b) a description of your current infrastructure in place to deliver these services; c) a description of your rough implementation plan to deliver these services starting June 2021 and a rough estimate of your initial investment items and associated costs. Any responses that include generic capability statements will not be considered; responses must specifically address the above elements in order to be considered. The Government reserves the right to determine if this requirement will remain a sole-source or if it will be competed.
