Notice of Intent to Extend Services for up to 18 months on METEOROLOGICAL SUPPORT SERVICES to Atmospheric Technology Services Company, LLC (ATSC) Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Army Contracting Command-Redstone Arsenal plans to award up to an eighteen month, sole source contract extension (consisting of one 12-month extension and one 6-month option period) to current contract number W9113M-07-C-0067 with Atmospheric Technology Services Company, LLC (ATSC), 3100 Monitor Avenue Suite 140, Norman, OK 73072. This extension, to include the option period, is for meteorological support services from 4 November 2015 through 3 May 2017. This extension is to allow time to perform the follow-on competition which will be published on FedBizOpps at a future date. The options on this extension will only be exercised in the event of further delays with the follow-on competition. The authority for this sole source award is FAR 6.302-1 (a)(iii)(B) - For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. No other known source can provide these services and be in place by the 4 November 2015 required timeframe. This effort is to continue the meteorological support services support to the United States Army Garrison-Kwajalein Atoll/Reagan Test Site (USAG-KA/RTS). The requirement involves support for both technical operations and base support, which includes (but are not limited to) preparation for and execution of RTS missions through operation of equipment and instrumentation to collect required atmospheric data for mission forecasts and post mission analysis, as well as emergency weather support, aviation and marine support, and community weather forecasts.
