Fair Opportunity Exception Justification relating to UCA Definitization for PASS II FA8721-13-D-0014 0003 HIB

Justification for an Exception to Fair Opportunity for FA8721-13-D-0014 0003 (HIB), tied directly to a UCA; Exception FAR 16.505(b)(2)(i). This proposed procurement is a modification to the PASS II Contract, previously cited, in support of the Business Sustainment Division. This proposed procurement includes additional support to the Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Cost Reimbursable (CR) CLINs. This modification is adding additional scope that is required to avoid gaps in critical support services to the AFLCMC/HIB programs. The PoPs for the additional support are within scope of the PoPs identified for the original Task Order. The UCA request for this effort was approved on 13 April 2016; if this UCA was not awarded it would have resulted in delays that conflict with the required operations tempo and increase the cost to the Government for multiple programs/missions with HIB supports.
