Advanced Management Solutions Realtime (AMS) Software Products and Version/Patch Updates The Defense Contract Management Agency (DCMA) intends to award a firm fixed price purchase order to a single source, Advanced Management Solutions, Inc., the software manufacturer hereafter referred to as AMS, in accordance with FAR 13.106-1(b)1(i) - Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. This purchase order is required to provide DCMA's Earned Value Management team with contract oversight and surveillance of Lockheed Martin contracts. Lockheed Martin uses the AMS Realtime software for its compliance reporting. DCMA must be able to receive and analyze that data to determine whether the Department of Defense (DoD) is receiving the value for funds expended on products and services. The AMS Realtime software is a proprietary product, developed and sold by the software manufacturer AMS, who is the developer and sole supplier of AMS Realtime Enterprise project and resource management software. No other vendor is authorized to provide the software or software support, and no other product will suffice for DCMA to analyze results. Additionally, AMS has provided a written declaration that they do not allow any other vendor/s to sell the AMS Realtime Enterprise project and resource management software. The period of performance for this purchase order is: Base Period of Performance: 09/30/2019 - 09/29/2020 This pre-solicitation notice of intent is NOT a request for competitive quotations; however, all expressions of interest received within three (3) days of the issuance of this notice will be considered by the government. Interested parties may identify their capability to provide the services prescribed within this notice, and should provide sufficient data for the government to determine they have been given the authority to sell the AMS Realtime Software products. A determination by the Government not to compete this proposed action is based solely on the market research findings and supporting documentation from the manufacturer and is at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement is achievable. This acquisition will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 13.106-1 (b).
