Description This announcement constitutes a Sources Sought Synopsis and Request for Information. The following information is provided to assist the Air Force in conducting market research of industry to identify sources to provide hardware and software maintenance/repair services for the F-16 Mission Module Computer (MMC) Chassis Tester. The requirement will be in accordance with the Performance Work Statement (PWS). A draft Performance-Based Work Statement is attached. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. This is in support of the 309th Electronic Maintenance Group located at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in July/August 2012 time frame for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period including all options is September 2012 through September 2015. The successful contractor shall be required to interact with USAF depot level repair shops, supply system, item managers and equipment specialist to get necessary information to assure repairs, supply exchanges and latest maintenance is accomplished on the MMC as needed. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the time lines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
