NOTICE OF INTENT TO AWARD SOLE SOURCE The U.S. Army Health Contracting Activity (Provisional) (USAHCA(P)), Health Readiness Contracting Office (Provisional) (HRCO(P)), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a firm fixed price (FFP) contract on a sole source basis to Best Practice Professionals Inc. (dba Onesource Document Management Services), 1475 Military Way, Salt Lake City, UT, 84103-4457. The requirement is for the purchase of an annual subscription to the oneSOURCE Information for Use (IFU) Document Management System for the U.S. Army Medical Command (MEDCOM), Office of the Surgeon General (OTSG), Army Surgical Services Service Line (3SL). The 3SL is MEDCOM's service line responsible for transforming, centrally standardizing, and optimizing surgical services across Army Medicine. The 3SL addresses current MEDCOM needs by developing, implementing, evaluating, and sustaining a surgical services model that optimizes productive, efficient, and financially sustainable delivery of surgical care, increasing access to value-based quality care for beneficiaries across all Health Readiness Platforms (HRPs). The contractor shall provide access to an online database subscription for a commercial enterprise-wide sterile processing document management system. The North American Industry Classification System (NAICS) code is 519130. The HRCO (P) intends to award a contract no later than February 1, 2016. It is anticipated that the FFP contract will have a base period of performance of February 1, 2016 through January 31, 2017 and will include FAR Clause 52.217-8, Option to Extend Services. The HRCO(P) intends to solicit and negotiate only with Best Practice Professionals Inc. (dba Onesource Document Management Services) under the authority of 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the test program for certain commercial items. This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 12:00 PM CDT on January 29, 2016, will be considered by the contracting officer.
