The Government contemplates an award of a Firm Fixed Priced purchase order contract resulting from this solicitation. 3.The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. 4.Program Support Center on Behalf of United States Army Dugway Proving Ground, for the following services: 5.Scope of Work 5.1.Subject: 2869 Hyperspectral Imager 5.2. Final Delivery Location: West Desert Test Center, U.S. Army Dugway Proving Ground, Utah. 5.3 Scope Of Work Required: 1 EACH Hyper-Cam-LW MFG. # HC-VLW The Hyper-Cam Long-Wave (LW) is a standoff imaging Fourier-transform spectrometer operating in the 7.7 μm to 11.8 μm spectral region. It is the ideal instrument for measuring the spectral signature of gaseous clouds as well as solid samples near or above ambient temperature. The Hyper-Cam LW incorporates a Michelson-type interferometer to provide user-selectable spectral resolution up to 0.25 cm-1. The Hyper-Cam LW is equipped with a 320×256 pixels closed Stirling cycle cooled mercury cadmium telluride (MCT) focal plane array detector covering a nominal field-of-view (FOV) of 6.4×5.1°. Imaging can also be sub-windowed to fit the desired FOV. The Hyper-Cam enclosure makes it ideal for outdoor measurements as it is designed to face changing weather conditions. • The basic configuration includes: • sensor optical head along with: o integrated dual automated calibration NIST-traceable sources for a 2-point radiometric calibration of the hyperspectral data o 1280 x 1024 color visible camera for recording and co-visualization of the infrared and visible image. • real-time processing capability • power adapter to convert 120/240 V AC power to the 28 V DC power (optical head) • a field-rugged controller for sensor control and data acquisition • 5 meters cable kit • Tripod kit • rugged transport cases with wheels for easy transportation • 3-day training on the operation of the Hyper-Cam at the Telops facilities in Québec, Canada. The standard software configuration includes Reveal Pro Software Suite which provides access to advanced parameters related to data acquisition. Components include: Suite includes: • Reveal Pro: Control and acquisition, including real-time calibration • Reveal Calibrate: Calibration in post-processing • Reveal Viewer: Datacube viewer • Hyper-Cam Matlab Package: Basic functions are provided to easily access Telops data through a Matlab interface. 1 EACH Wide Angle Telescope (0.25×) MFG. # HC-WAT-LW • Enlarge the system field-of-view by a factor 4. Nominal full field-of-view becomes 25.6°×20.4°. • The telescope is placed behind the dual automated calibration sources removing all uncertainties associated with the radiometric calibration. 1 EACH Narrow Angle Telescope (3.5×) MFG.# HC-NAT-LW • Restrict the system field-of-view by a factor 3.5× by adding the narrow angle magnifying telescope (3.5×). This accessory allows measurement of distant targets. Nominal full field-of-view becomes 1.8°×1.5°. A post-process software tool manages the calibration process with this telescope. 1 EACH Macro Lens MFG.# HC-ML-LW • This macro lens has been designed to work with the Hyper-Cam LW. It provides a high spatial resolution of 0.1mm/pixel at a working distance of 30cm. 1 EACH Motorized Polarizer mfg.# HC-MP-LW • A motorized polarizer module is added in front of the entrance window behind the dual automated calibration sources. A motorized mechanism allows a 360° rotation of the holographic polarizer to measure scenes under a planar polarization. The polarizer orientation is software controlled and user-selectable with a resolution of 1°. 1 EACH Look-Down Mirror - Bare Gold MFG.# HC-LDM-B • The look-down mirror is a 45-degree folding mirror easily installed in front of the Hyper-Cam to record scenes with a 90-degree angle without tilting the Hyper-Cam sensor. This accessory is perfect when the measurements need a down-looking configuration. This model of the gold mirror is bare, with no protective coating. 1 EACH Look-Down Mirror - Protected Gold mfg.# HC-LDM-P • The look-down mirror is a 45-degree folding mirror easily installed in front of the Hyper-Cam to record scenes with a 90-degree angle without tilting the Hyper-Cam sensor. This accessory is perfect when the measurements need a down-looking configuration. The model of the gold mirror is protected with a coating. 1 EACH GPS MFG.# HC-GPS • Integrated global positioning system (GPS) module in the sensor. Works only for the Hyper-Cam Long-Wave and Methane Note: D&I algorithms operate in real-time for most instrument configurations. 1 EACH Advanced Programming Interface (API) plug-in for Reveal Pro PART #: HC-API • An optional software plug-in enabling the control of the Hyper-Cam system through a TCP/IP communication interface with Reveal Pro. • Ideal to automate measurements, this API provides feedback to the client software in addition to the control of the system. Acquired data is also made available through direct memory transfer. 1 EACH Installation and On-Site Professional Training PART #: HC-S56 • This 3-day training includes: • Introduction to standoff infrared hyperspectral imaging • Basic Hyper-Cam operation • Hyper-Cam accessories use • Hands-on training • The training is performed at customer location and lasts 3 days. 1 EACH Remote Support PART #: HC-S52 • The remote support is an on-call technical support and service plan that will easily allow access to Telops expertise without having to put in place additional contracts for each service call. The amount committed by the customer for labor and material can be used for multiple service calls, and support requirements including: • - Technical support • - Diagnostics and repairs on a case-by-case basis. • The engineering support is offered in blocks of 20 hours. These hours will be supplied as requested, and remain valid for a period of up to 12 months after receipt of order. Any unused remaining Remote Support hours are lost after this period. • Spare parts, upgrades or accessories must be purchased separately. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of technical capability and price. All non-price factors (i.e., technical capability and past performance) are significantly more important than price. 7. INVOICES - COMMERCIAL (1) Invoice Submission The Contractor shall submit invoices once per month. [email protected] The subject line of your email invoice submission shall contain the contract number, order number (if applicable), and the number of invoices. The Contractor shall send one email per contract per month. The email may have multiple invoices for the contract. Invoices must be in the following formats: PDF, TIFF, or Word. No Excel formats will be accepted. The electronic file cannot contain multiple invoices; example, 10 invoices requires 10 separate files (PDF or TIFF or Word). Invoices shall be submitted in accordance with the contract terms, i.e. payment schedule, progress payments, partial payments, deliverables, etc. All calls concerning contract payment shall be directed to the COR. Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR Part 1315. (2) Invoice Elements In accordance with FAR 52.212-4, Contract Terms and Conditions-Commercial Items, the Contractor shall submit an electronic invoice to the email addresses designated in the contract to receive invoices. A proper invoice must include the following items: (i) Name and address of the Contractor; (ii) Invoice date and number; (iii) Contract number, contract line item number and, if applicable, the order number; (iv) Description, quantity, unit of measure, unit price and extended price of the items delivered; (v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading; (vi) Terms of any discount for prompt payment offered; (vii) Name and address of official to whom payment is to be sent; (viii) Name, title, and phone number of person to notify in event of defective invoice; and (ix) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract. (x) Electronic funds transfer (EFT) banking information. (A) The Contractor shall include EFT banking information on the invoice. (B) In accordance with the requirements of the Debt Collection Improvement Act of 1996, all payments under this order will be made by electronic funds transfer (EFT). The Contractor shall provide financial institution information to the Finance Office designated above in accordance with FAR 52.232-33 Payment by Electronic Funds Transfer - System for Award Management.
