This is not a request for proposal (RFP), a request for quote (RFQ) or a request for bid (RFB). This is a notice of the Government's intent to issue a sole source contract to Elsevier to provide annual Nursing Clinical Reference subscription support. The Air Force Installation Contracting Agency (AFICA) - 773 ESS, JBSA-San Antonio Air Force Base (AFB), Texas 78226, announces the intent to award a firm-fixed price contract on a sole source basis to Elsevier under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for a one year base period plus four one-year options. Market research has been conducted, including a Sources Sought dated 16 December 2014, and it has been determined that this is a sole source requirement IAW FAR 6.302-1(a)(2)(iii). Elsevier's Nursing Clinical Reference subscription support is proprietary in nature, and only Elsevier can provide this support.
