The Internal Revenue Service (IRS) intends to conduct sole source procurement for its GRB/CALC IVR software manufactured by Government Retirement and Benefits, Inc., Alexandria, VA. The GRB calculation software must be UNIX-based because the existing hardware maintaining the IVR, the database software (Oracle), and the operating system, which stores the employee’s computational data elements, is UNIX. This is not a Request for Quote and no solicitation will be publicized. The Government intends to solicit and award to only one source under the authority of FAR 13.106-1(b). Interested parties may provide a written response to this Notice, to be received by the IRS by no later than 12:00 P.M. (EST), October 26, 2009. Responses that clearly demonstrate the ability to meet all requirements and that is more advantageous to the Government will be considered.
