This is a synopsis/pre-solicitation notice for commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to Aqua Chem Inc. 3001 E. Gov. John Sevier Hwy, Knoxville TN, 37914. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement to assist NSWCCD-SSES with the endurance testing and shipboard operation of the government furnished equipment for the ERD modification of 36,000 gal/day SWRO plant on LSD-45. This procurement is for oversight and assistance with the endurance testing and shipboard operation of the government furnished equipment for the ERD modification of 36,000 gal/day SWRO plant on LSD-45. This shall include support for: 1) test loop setup, equipment inspection, and system operation at beginning of endurance testing, in addition to pump/ERD inspection and rebuilds after endurance testing, 2) equipment light-off, replacement of cartridge filters and RO elements, and crew training following shipboard installation, and 3) system operation and data collection during as-sea trials.. The required delivery of the supply items is 30 after date of award. The NAICS Code for this procurement is 336611 with a size standard of 1000. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
