The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory ( CRREL) intends to award a contract on a sole source basis to Comsol Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL intends to procure the following Comsol Multiphysics Finite Element Analysis software licenses. • COMSOL Multiphysics, Floating Network License (FNL). • Acoustics Module for use with COMSOL Multiphysics, Floating Network License (FNL). • CFD Module for use with COMSOL Multiphysics, Floating Network License (FNL). • LiveLink for MATLAB for use with COMSOL Multiphysics, Floating Network License (FNL). • Material Library for use with COMSOL Multiphysics, Floating Network License (FNL). This unique software is used for calculating signal propagation and performing fluid dynamics simulations in complex environments. Only COMSOL has the required flexibility to incorporate new computational algorithms and numerical methods, as necessary for our research projects. In addition to supporting CRREL research projects, the software will support several different ERDC research projects, including Map-Based Planning Services (MBPS), Signal Propagation and Representation of Uncertainties in Complex Environments (ARTEMIS-SPRUCE), and Infrasound Propagation in the Arctic. Comsol, Inc. has been identified as the sole provider for all Comsol Multiphysics software, software maintenance and technical support services. As such, Comsol Inc. is the only source that can fulfill the Government's request in its entirety. The associated North American Industry Classification System (NAICS) code is 511210, which has a size standard of $38.50 million. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
