The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS, intends to issue a sole source award utilizing Simplified Acquisition Procedures as outlined in FAR Part 13 to RS Means for the renewal of annual subscriptions. RS Means is the only vendor that can provide the electronic, multisite, and IP recognition access to their virtual digital library. The vendor shall provide a five (5) month subscription for access to the RS Means Digital Database which includes the RS Means CostWorks - Digital Facilities Cost Data CD and the RS Means CostWorks - Residential R&R Cost Data 2016. This Notice of Intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice may submit technical data, including price, with sufficient documentation to establish capability in providing the same or similar product. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government to or not to initiate a competitive solicitation based on responses received is solely within the discretion of the Government.
