Commercial Internet Service Provider

THERE IS NO FUNDING AT THE PRESENT TIME FOR THIS REQUEST. This contract is for a firm fixed-price contract consisting of a one-year base period and four pre-priced one year options. The base period will run from approximately 01 September 2010 to 30 August 2010. The Contractor shall provide all personnel, equipment, materials, supervision, transportation, labor, and other items and services necessary to engineer and install commercial high-speed internet service provider (ISP) for Westover Air Reserve Base. 1. Contractor shall connect service to manhole (MH-5) at circle on James Street, Chicopee, MA, with a Government-owned & maintained splice case into government-owned existing fiber optic cable. 2. Service will extend from MH-5 over Government-owned fiber optic cable to the demark in Blg. 1510 and will connect, if required, from a Government patch panel to the contractor-owned network distribution device(s). 3. Service would then be distributed over Government-owned fiber to terminate with contractor-owned and maintained equipment at 6 buildings. NUMBER OF DROPS TO BE DETERMINED DURING SITE VISIT. Contractor will maintain the cabling between the building entry/switching device and the wireless router. (Government will maintain the cabling between the contractor switching device and the end user, down to the last 300'.) Service will need to be expandable if required in the future. A MINIMUM 8 Mbps DOWNLOAD SPEED SHOULD BE ATTAINED AND AT LEAST 1 Mbps UPLOAD SPEED SHOULD BE ATTAINED FOR WIRED AND SIMILAR INITIAL SPEEDS FOR 802.11n FOR WIRELESS CONNECTIVITY. Contractor shall own and maintain equipment including any necessary software, policy updates, hardware upgrades or replacements during the lifecycle of the contract to maintain fastest available upload and download speeds at the same contracted rates. The NAICS code for this requirement is 515210 (Cable & Other Subscription Programs) with a corresponding small business size standard of not to exceed $15,000,000.00 . Any resultant award will be made to the lowest priced offeror providing a technically acceptable offer as outlined in the solicitation. Issuance of the solicitation will be on or about 7 July 2010, and will close on or about 6 August 2010. The solicitation will be posted electronically to the Federal Business Opportunites website only. NO HARD COPIES will be sent. Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for an updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) and be up to date in ORCA in order to be eligible for award. Any resultant award will include DFARS Clause 252.232-7003, "Electronic Submission of Payment Requests".
