‘D’ Notice of Intent to Sole Source for subscription services with Moody for Economy.com

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price purchase order to Moody's Analytics, Inc. for continued access to their online electronic subscription, Economy.com. This is a renewal. The subscription includes online access to six publications and databases. This resource is used by SSA's economists to conduct quantitative/econometric analyses and plan for future program requirements. Under Federal Acquisition Procedures (FAR) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements, Economy.com is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning October 01, 2014 through September 30, 2015, with an additional two options years, if exercised. The subscription is accessed through the SSA Digital Library website, which is on the agency's intranet and is password protected. Economists in the Offices of the Actuary and Policy use Economy.com to conduct quantitative/econometric analyses and plan for future SSA program requirements. Moody's Economy.com is a subsidiary of Moody's Corporation (NYSE:MCO), which employees approximately 2,900 employees in 22 countries. Moody's Investors Service is among the World's most respected and widely utilized sources for credit ratings, economic research and risk analysis. In addition to its core rating business, Moody's provided research data and analytic tools for assessing credit risk, and publishes market-leading credit opinions, deal research and commentary, serving more than 9,300 customer accounts at some 2,400 institutions around the globe. Moody's Economy.com services are produced by an experienced staff of researchers, economists, and online producers who create the proprietary web content and databases. This subscription is unique because it provides access to economic forecasts that are updated monthly and it provided open system- compatible data that does not require the purchase or use of any proprietary data retrieval or modeling software. This requirement is utilizing procedures in FAR Part 12 - Acquisition of Commercial Items in conjunction with procedures in FAR Part 13. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 5:00PM EST on 6/17/2014, in accordance with FAR 13-106-1(b)(1) negotiations will be conducted with Moody's Analytics, Inc. as the only source and a purchase order will be issued without any additional notices being posted.
