The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, the Solicitation Number REF# FA4621-10-T-0007, and the name and address of the offeror. Award will be made to the quoter offering the best value based on evaluated lowest price, whose quote is technically acceptable (LPTA). Quotes will be evaluated for acceptability but not ranked. To be technically acceptable, the quoter shall address all areas defined in this solicitation/synopsis. It is the Governments intent to evaluate quotes and make award without discussions. However, as allowed in 15.306(d)(1) and (2), discussions may be conducted by the contracting officer in order to maximize the Government's ability to obtain best value, based on the requirement and the evaluation factors set forth in this solicitation/synopsis. The government, therefore, may conduct discussions should the contracting officer determine it necessary. Should revised quotes be warranted, to clarify and document understandings reached, at the conclusion of any conducted discussions, an opportunity to submit a final quote revision as allowed in 15.307(b) will be provided.
