Solicitation

The purpose of this combined synopsis/solicitation posting is to provide the solicitation and redacted, sole source justification document that is required by Federal Acquisition Regulation (FAR) 13.105(c) and FAR 5.102(a)(1), (a)(6). A related and previous pre-solicitation notice of intent to sole source was posted on April 6, 2015 (reference pre-solicitation notice number HSHQDC-15-Q-00127). The U.S. Department of Homeland Security (DHS), Office of Procurement Operations, Science and Technology Acquisitions Division intends to issue a solicitation to Rockwell Collins, Inc. (Rockwell Collins) for a resultant firm-fixed-price sole source purchase order in accordance with FAR 13.106-1(b)(1)(i) brand-name item. This notification is not a request for competitive quotations. After the publication of this announcement, a written solicitation HSHQDC-15-Q-00178 will be issued to Rockwell Collins for the repair of two Rockwell Collins RT-2200 Transceivers and two Rockwell Collins PA-2220A Power Amplifiers. The applicable NAICS code for this requirement is 811213 - Communication Equipment Repair and Maintenance. A copy of the written solicitation and redacted sole source justification are provided herein.
