The Naval Air Systems Command (NAVAIRSYSCOM) PMA-275 intends to award multiple Delivery Orders on a Sole-Source basis under BOA N00019-05-G-0008 to Raytheon Technical Services Company (RTSC) to provide products and services for the NAVAIR V-22 team in the areas of Aircraft Avionics Acquisition Support (AAAS), developmental software testing, Software Support Activity (SSA), V-22 Mission Planning System (VMPS), V-22 Aircraft Maintenance Event Ground Station (AMEGS) & Collaborative Automated Maintenance Environment Optimized (CAMEO)), maintenance and upgrades of V-22 avionics laboratory facilities, V-22 avionics simulation and test software, and Situational Awareness(SA)/Blue Force Tracking (BFT). Systems and software engineering services from other Raytheon facilities that produce V-22 products may be required. This effort requires intricate knowledge of avionics systems, V-22 avionics simulation and test software, V-22 avionics laboratories, and related products used by the V-22 platform. The MV-22 platform is in its initial deployment in Iraq; the CV-22 platform just completed its Initial Operational Test and Evaluation (IOT&E) and is expecting its initial deployment in FY09. It is expected that rapid responses will be required to address issues found during the deployment and testing of the V-22 platforms, and RTSC is the only known source that has the prerequisite knowledge and expertise required to execute the following efforts without significantly impacting schedule and cost constraints of the program: •(A) AAAS - RTSC will provide developmental engineering services to monitor the performance of the V-22 platform prime contractor (Bell-Boeing) and applicable subcontractors for various technical areas related to avionics, and report findings to the applicable NAVAIR IPT representative. RTSC will support the V-22 IPT's efforts for definition of future program efforts by providing inputs into roadmaps and conducting trade studies or technology demonstrations. •(B) SSA - RTSC will provide avionics systems and software engineering to generate Operational Flight Program (OFP) software release products that resolve post-production issues and develop enhancements for flight director, navigation, control of communication systems, aircraft & engine health monitoring, mission management and mission planning correlation, sensors & EW management, and reporting and aircraft system management of various other subsystems. RTSC will provide software engineering and product testing, including functional qualification testing and integration testing required for the OFP release process. •(C) VMPS - RTSC will provide design, development, integration, and support for VMPS Unique Planning Component (UPC) software releases, system components production, and systems deployment. The VMPS is being provided by RTSC under a multi-year phased developmental effort. •(D) AMEGS/CAMEO - RTSC will provide design, development, integration and support for the AMEGS software releases and systems production, including the development of an AMEGS variant that will interface with CAMEO. •(E) SA/BFT - RTSC will provide design, development, integration, and support for the various SA/BFT products previously provided by RTSC to V-22. •(F) Laboratories - RTSC will maintain and upgrade the V-22 avionics laboratory facilities, which include the V-22 Avionics Integration Lab (VAIL), the V-22 Electronic Warfare Systems Test Lab (VESTL), and various computer workstations located in Indianapolis. Upgrades will be provided in capability packages that reflect V-22 various aircraft equipment configurations that are necessary to test the OFP software. RTSC will also be responsible for the deployment and sustainment of workstations located with engineering teams at several fleet and testing sites. •(G) Simulation & Test Software - RTSC will update and support the avionics software simulation and test products that were designed and developed by RTSC, which include V-22 Dynamic Display System (VDDS), Simulation Control (SIMCNTRL), JVX Simulation Support Software-Automated Test Tool (JSSS-ATT), Virtual Emulated Mission Data Loader (VEMDL) and Bus Controller Tool (BC-Tool). RTSC will also support their portion of the Desktop Test Environment (DTE) product. The simulation and test products software updates will be provided to the Government and used by Bell-Boeing and RTSC during the design and test of the software release products. •(H) Other Raytheon Products - Raytheon services from resources outside of the RTSC Indianapolis facility may be required for other Raytheon products used on the V-22 platform. The Navy intends to award multiple Sole-Source, Cost Plus Fixed Fee/Firm Fixed Price Delivery Orders for these requirements. The periods of performance are from 02 January 2009 through 31 December 2009. The estimated issue date for these Orders is 02 January 2009. Products and Services under current contract numbers N00019-05-G-0008-3009, 3010 & 3011 with Raytheon Technical Services Corporation expire 31 December 2008. RTSC is the only know company that possesses the engineering expertise and personnel necessary to perform the efforts associated with this procurement.
