The Department of Health and Human Services (HHS) Computer Security Incidents Response Center (CSIRC) has a requirement for a tool to run on the Trusted Internet Connection (TIC) network to oversee the communication between HHS circuits and their peers. The Government intends to negotiate on a sole source basis with BGPmon Network Solutions, Inc., 1406-907 Beach Avenue, Vandouver, BC V6Z 2R3 Canada for this requirement in accordance with FAR 6.302-1. The BPGmon monitoring tool was chosen for its unique capabilities and is a brand name requirement. BPGmon can be considered the only responsible source for this tool which is not resold via any other company.
