*** Updated on 5 Feb 2019 *** The following was added on 5 Feb 2019: Industry Partners, On Wednesday, January 30th, I stood in front of a full-house here in Orlando to brief the announcement of how the Synthetic Training Environment (STE) was moving forward in our acquisition process and how we believed the STE will achieve Initial Operational Capability in 2021. A major part of that process was the announcement and launch of two competitions: one for the Common Synthetic Environment (CSE) and an additional competition for the Reconfigurable Virtual Collective Trainer (RVCT). We informed you that our aggressive timeline included the award of the CSE OTA by late June and the RVCT OTA by late July. As the collective STE Cross Functional Team continued working through the week, the CFT conducted a deeper dive into our previous industry engagements and requirements documentation which has allowed for greater shared understanding. We identified an opportunity to further expedite our award schedules to mitigate risk of meeting the 2021 IOC date and buy down the fiscal risk associated with late 3rd/early 4th quarter award dates. After careful consideration of the impacts to both the internal Government teams as well as our industry partners, we are now moving towards the following tentative dates: Common Synthetic Environment: OTA award date late May 2019 Issue Request for Solutions (RFS), Mid-March >> Received RFS Submissions, Mid April >> Award, Late May Reconfigurable Virtual Collective Trainer: OTA award date late June 2019 Issue Request for Solutions (RFS), Mid-April >> Received RFS Submissions, Mid May >> Award, Late June Army Contracting Command - Orlando and the STE Cross Functional Team are sensitive to the consequences of these changes as teams begin to form and capture teams are created.
