Solicitation Number: Notice Type: 89303019NET000007 Synopsis Added: 16 November 2018 The Department of Energy (DOE), Office of Energy and Threat (ET), Energy Security Division (ESD), located at 1000 Independence Ave, S.W., Washington, DC 20585 intends to issue a contract for a Web portal and reports on a sole source basis with Interfax Europe, Ltd. The action is to purchase access for two specialized online subscription products that provide current information and analysis on global political, regulatory, and economic issues affecting the world’s global natural gas markets. The award will be a sole source, Firm Fixed Price (FFP) follow-on contract for three 12-month performance periods to Interfax. The contractor shall provide a web portal and reports for six DOE subscribers/users with access to two online products: Natural Gas Daily (NGD) and Global Gas Analytics (GGA). Detailing emerging events in the Liquefied Natural Gas (LNG) industry, explaining global supply and demand patterns in gas markets, and providing analysis on the full gas supply chain. NGD and GGA are international expert compiled publications that detail implications of gas supply and use, from the economic, social, planning, political, regulatory and environmental aspects on the global gas markets. Access to NGD and GGA will enable DOE-ET personnel to meet a critical mission need for analytic reporting and assessment to U.S. energy security stakeholders. In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1}, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and service will satisfy agency requirements.
