The Naval Research Laboratory (NRL) has a requirement for research and development to be provided to the Space Systems Development Department. The requirement is for scientific, technical and engineering research and development, engineering, and operations for the NRL 150' Low Frequency High Power Bluestar Antenna system in Palo Alto, CA. The Contractor shall develop radio frequency, signal generation, and signal transmission in high power for space. A complete Statement of Work (SOW), personnel requirements, and contract data requirements will be available as part of the solicitation. Export controlled technology (including technical information) may be accessed, provided or produced. The anticipated period of performance is expected to be five (5) years with anticipated contract types of Cost-Plus-Fixed-Fee and Cost. Based on a survey of the market, the Government has determined that the services to be acquired will be issued as Other-than-Full-and-Open under the statutory authority of 10 U.S.C. 2304(c)(1) and in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Therefore, the Government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition.
