OSAM WORKSHOP ANNOUNCEMENT 2021 OSAM Workshop - Technologies, Partnerships, and Opportunities Enabling Space Infrastructure Workshop Update: Due to current situation regarding COVID, this year’s event will be held in a hybrid format with in person and virtual attendance. Unfortunately, we will not be able to host the on-site facility tours included in the original announcement. The workshop will be held Wednesday, October 27 through Thursday, October 28, with no events on Friday, October 29 as originally scheduled. The deadline to register for the workshop has been extended to Friday, October 1, 2021. The deadline for invited speakers from industry and academia to submit abstracts remains the same. The OSAM Technology Transfer Workshop will be held at the Jackson Center in Huntsville, Alabama. This facility follows Alabama state mandates regarding COVID-19 protection, which does not include a mask mandate. We will make every effort to inform all participants by email if that mandate changes. Updates will also be posted to the workshop website. Overview: NASA, along with the U.S. Space Force (USSF), invites domestic companies as well as academia and other government agencies to attend the sixth On-orbit, Servicing, Assembly, and Manufacturing (OSAM) Workshop. Previous iterations of the workshop were known as Technology Transfer Industry Days. Hosted by Marshall Space Flight Center, the event will be held on October 27-29, 2021, at the Jackson Center in Huntsville, Alabama. As with previous workshops, NASA, the USSF, and other participating government agencies will provide information on current OSAM activities, future opportunities, and technologies available for use by our industry and academic partners. NASA will discuss the vision for the future of OSAM as well as specifics of the upcoming On-orbit Servicing, Assembly, and Manufacturing 1 (OSAM-1) and OSAM-2 missions. This year, the OSAM Workshop invites industry and academia to showcase their innovative OSAM technologies and present ideas via 20-minute presentations. The Workshop Committee will evaluate submitted abstracts based on relevance to workshop topics. This workshop is an in-person event and selected speakers will not be compensated for expenses. There will be no options for virtual attendance. Background: NASA, the USSF, and other government agencies are currently working on several projects to develop OSAM capabilities. These projects represent tangible progress towards making OSAM a reality—a capability suite critical to enabling a sustainable future of space exploration at the Moon, Mars, and beyond, for both the private and public sectors. To facilitate OSAM, NASA is proactively transferring technologies to the commercial sector via workshops, licensing and other agreements, and by providing support on an as-needed basis. NASA welcomes domestic companies and academic institutions interested in expanding their knowledge about technologies associated with spacecraft servicing (inspection, refueling, relocation, upgrade, and repair), assembly, space manufacturing, and logistics to the OSAM Workshop. Additionally, those interested in other space infrastructure topics including space domain awareness, sustainable space exploration, orbital debris mitigation/remediation, and more, will benefit from attending. NASA and the USSF are interested in promoting a robust domestic commercial marketplace for servicing, assembly, and manufacturing that could provide the U.S. government with cost-effective options for meeting future mission needs while also bolstering the domestic economy. Plan for the Transfer of Technologies: NASA is offering the following to domestic industry through its OSAM Technology Transfer Plan: Direct transfer of a rolling portfolio of technologies through patent licenses and other agreements—NASA will provide an updated catalog of technologies with a description of the current capability and maturity of each technology, environments for which each technology will be qualified, and an overall target timeline for technology transfer Access to NASA’s programmatic, technical and operational expertise through reasonable contact/engagement with the NASA teams during the development, execution, and conclusion of its OSAM projects Access to major review packages from the aforementioned projects after the reviews have taken place (note that packages will be redacted to remove some programmatic information and all third-party intellectual property) for those with whom NASA establishes a technology transfer agreement The benefit of NASA’s mature, vetted technology transfer processes already in place An open and level playing field for all domestic entities Opportunities to discuss best practices and Concept of Operations (ConOps) for in-space servicing, assembly, and manufacturing Forums for the government to facilitate additional opportunities for commercial companies to demonstrate use of technologies, such as identifying public-private partnerships Note that participation in these activities and offerings is limited to domestic entities and persons, since many of these items will contain International Traffic in Arms Regulations (ITAR) and/or Export Administration Regulations (EAR) data. Participants must show that they have a legitimate use for and are capable of implementing and enhancing the technology. They must also demonstrate that they are capable of handling ITAR/EAR data responsibly. Under the current plan NASA would transfer its OSAM technologies to domestic industry. NASA foresees use of agreements such as Space Act Agreements (SAAs) and/or Cooperative Research and Development Agreements (CRADAs) to implement this plan, with transfer of commercial rights via non-exclusive licenses. Such agreements would require that any NASA support (beyond reasonable access) be reimbursable. On-orbit Satellite Servicing Technologies The satellite servicing technologies useful to the development of a servicer that will be presented at the workshop fall into the following general categories: Relative navigation algorithms and technologies Servicing avionics & software Dexterous robot arm and software systems Robotic tools, tool drive system, and mating mechanisms Fluid transfer systems (Storables and Cryogens) Modular/cooperative servicing interfaces and systems On-orbit Assembly Technologies The In-Space assembly technologies useful to the development of in space assembled structures that will be presented at the workshop fall into the following categories: Modular mechanical, power, and data interfaces Robotic assembly joining technology (structures and mechanisms) Ebeam welding for erectable joints Lunar surface manipulator system Tendon actuation for long reach in-space manipulation Deployable composite booms and sheet materials Impact detection and location technology On-orbit Manufacturing Technologies The on-orbit manufacturing technologies useful to the development of manufacturing technologies being presented at the workshop include: Cutting, joining and machining processes Additive manufacturing and solid-state manufacturing processes In-process inspection, repair, verification, and validation Material manipulation for manufacturing Advanced materials development Printed electronics Materials recycling Response to Synopsis This invitation is intended for organizations interested in commercializing OSAM technologies being developed by NASA. Due to the content of the presentations and facility security requirements, only U.S. persons (U.S. citizens or Legal Permanent Residents) may attend. Attendance is not required to participate in the technology transfer process, but if interested contact NASA by sending an e-mail to the point of contact listed below. Each company represented is also required to execute a Non-Disclosure Agreement (NDA) (attached) prior to NASA disclosing information to its personnel—or confirm that its company still honors the NDA from a previous industry day. Selected speakers and alternates will be notified by email no later than September 24, 2021. A short biography and photograph of invited speakers will also be requested to complement the workshop agenda posted on the website.
