The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(iii). The NAICS Code is 511210 (Applications software, computer, packaged). The contract requires the renewal and maintenance of Bolt, Beranek, and Newman Technologies (BBN Technologies) software with the U.S. Special Operations Command, Headquarters at MacDill AFB, Tampa, FL. The software will provide a wide range of uniquely flexible and efficient tools to aid in the production and analysis of intelligence data; internet security architecture, networking technology, advanced speech recognition, and quantum cryptography. BBN is the owner and creator of the BBN Web Monitoring Systems (WMS) and BBN Broadcast Monitoring System(BMS). BBN is also the sole source provider of annual maintenance for domestic WMS and BMS products. This notice of intent is not a request for competitive proposals; however, any proposal received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
