AFPCA provides a broad range of information systems services for approximately 7500 users in Headquarters Air Force, Office of the Secretary of Defense, the Joint Staff, and other agencies within a 300 mile radius of the Pentagon. AFPCA intends to outsource a significant portion of its workload currently done by military personnel, in order to free up critical military billets. Some workload, currently performed by civilian personnel, will remain in-house. It is anticipated that additional workload, which is now performed by support contractor personnel, will be rolled up into this outsourcing project, on a schedule to be proposed by the offerors submitting proposals in response to the AFPCA solicitation. A notional breakout of the AFPCA workload is shown in the attached executive summary. Some changes may occur prior to release of the RFP. A draft list of annexes to the PWS is also furnished. Additional workload data, regulations, policy, and guidance will be provided in the bidders library. This draft PWS is published for comment. It is anticipated that a draft solicitation will also be published for comment in the near future. The best value acquisition strategy, once approved, is anticipated to result in a complex contract type with fixed price line items and cost reimbursable line items, as well as incentives. For planning purposes, request interested parties submit a Rough Order of Magnitude (ROM) cost estimate for performing the PWS as written.
