DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Unity Unified Messaging software is developed and maintained by Cisco Systems.USSOCOM requires voicemail services to provide to its enterprise clients. The Cisco VoIP architecture is currently installed at HQ USSOCOM and 5 adjunct units supporting more then 2000 garrison and deployed devices in support of the Global War on Terrorism. To purchase the required software from any source, other than Cisco, would require the use of additional resources for testing and approving compatibility with the current network architecture. Market surveys show that it would cost over $500,000 to replace all equipment, at all commands with VOIP systems of lessor quality.
