54 -- Alaska Small Structure

It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Alaska Structures, Inc., 9024 Vanguard Dr., Ste 101, Anchorage, AK 99507. This is not a request for competitive proposals. JCSE requires a product that is compatible with all the assets currently in stock, with Joint Operation Stock assets, and Harvest Falcon equipment. It is not feasible to have mismatched tents in deployable locations. Market research was conducted and only one company makes the Alaskan Shelters that match all the other deployed shelters. It is imperative that all shelters blend in with the demographics of the surrounding area. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE RESPONSIBLE SOURCE AUTHORITY: The supplier was chosen because they are the only ones that make the product we need. We cannot use a different product because the Alaska Structures Shelter is the only tent we have found to be compatible with all of our assets, Joint Operation Stock assets and Harvest Falcon equipment. The U.S. Air Force has converted to the Alaskan Small Shelter System and use of any other tent would require us to make costly alterations to our equipment. It is imperative that all of our shelters blend in with the demographics of the surrounding area. ** Funds are not presently available for this purchase. The Government?s obligation is contingent upon the availability of appropriated funds from which payment can be made. No legal liability on the part of the Government for any payment may arise until funds are made available and an order is issued, in writing, by the Contracting Officer.
