Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order for the ATILLA-200 and the Raptor 4X at Buckley Air Force Base in accordance with FAR Part 12 Regulations, Acquisition of Commercial Items. The North American Industry Classification System for this procurement is 333314 and the Size Standard is $6 M. The potential award will go to Night Vision Equipment Company 542 Kemmerer Lane, Allenton PA 18104. This requirement is considered sole source given that Night Vision Equipment Company is the only manufacturer and distributor of the ATILLA-200 and Raptor 4X due to the export regulations by the US Department of State in accordance with guidelines of the International Traffic in Arms Regulation (ITAR) per Title 22, Code of Federal Regulations (CFR), Parts 120-130. The ATILLA-200 and Raptor 4X are required equipment for the 460 SFS Logistical Detail (LOGDET) to meet SFS deployment Unit Type Codes (UTC). The 460th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with FAR Subpart 6.302-1 (a)(2)(ii). Only one responsible source is known and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals.
