Addendum to Original Synopsis Description due to a Policy Change: The complete package will be made available on Internet; the address is http://www.eps.gov. Anyone wishing to participate on this proposed procurement must obtain their copy from the Internet. All amendments will be posted on the Internet. Potential offerors will be solely responsible for obtaining amendments from the Internet to update their files. Offerors who do not have the capability to download packages from the Internet may request the solicitation package on CD-ROM by sending a written request to the Contracting Officer stating they do not have downloading capabilities. The Government may, at its option, provide amendments in hard copy or CD-ROM to offerors who have stated they do not possess downloading capabilities. All electronic files provided by the Government via CD-ROM will be the exact same electronic files posted by the Government to the Electronic Posting System. Please be advised that offerors may require document viewers to view and print the electronic documents provided on CD-ROM. These document viewers are available on line at http://www.eps.gov.
