A -- 5 Cubic Feet per Minute (CFM) Microlith Electrothermal Swing Adsorption (ESA) Filter

NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR 5 CUBIC FEET PER MINUTE (CFM) MICROLITH ELECTROTHERMAL SWING ADSORPTION (ESA) FILTER. The technical areas of interest are electrothermal swing adsorption (ESA) technologies that can be used to provide air filtration of toxic gasses and vapors. The Air Force Research Laboratory (AFRL) and the Defense Threat Reduction Agency (DTRA) are interested in demonstrating, in a side-by-side comparison, multiple ESA technologies using different adsorbent morphologies. This effort is to provide the particular morphology of a non-carbonaceous adsorbent attached as a thin film onto a wire mesh structure, aka Microlith™. Objective at program’s end is for the components, as well as the entire system, to be available commercially. The Government contemplates a program which would consist of 2 phases. The first phase is expected to be 12 months. The total program length is expected to be up to 2 years. Goals for the first phase include: the construction of two each 5 CFM regenerative air filter modules using Microlith™ adsorbent, optimized for removal of chemical warfare agents and toxic industrial materials. The performance, size, weight, and power consumption of the filter modules will be optimized and will be used as a metric for comparison to competing technologies. Goals for the final phase are expected to be as follows: Optimization, refinement, and scaling of the design for prototype testing. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability in meeting the requirements stated above by submitting, in writing, information documenting their qualifications and capabilities (See Numbered Note 25) within 15 days after publication of this synopsis. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
