S -- Grounds Maintenance

The following synopsis is for commercial services and consists of the synopsis only. A written solicitation will be made available on this web site on or about 15 May 2003. However, maps will be unavailable via this website and will require a written request from each contractor. This procurement is a 100% set aside for HUB-Zone contractors with grounds maintenance experience. The solicitation document will incorporate provisions and clauses in affect through the Federal Acquisition Regulation. This will be a best value procurement using Source Selection Procedures enhanced with Oral Presentations for the Mission Capability (technical analysis)offer. The NAICS code for this project is 561730 with a size standard of $6.0 Million dollars. The contractor shall provide all labor, materials, equipment, and tools necessary to perform a comprehensive grounds maintenance service at Ellsworth AFB, South Dakota to include grass mowing, tree removal and trimming, and snow and ice removal. The period of performance is 1 October 2003 through 30 September 2004 with four option years. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in Defense Federal Acquisition Supplement 252.204-7004. CCR can be obtained by accessing the Internet at http://www.ccr.gov or by calling 1-888-227-2423. CCR must be obtained before award can be made. A preproposal site visit will occur on or about 29 May 2003. Contractors interested in attending the site visit will be required to contact Lt Thomas R. Guyer at 605-385-1742 or Lt Greg Wemhoff at 605-385-1757 no later than three days before the date of the site visit. Once contractors have received the full solicitation package, submit the supporting information requested for Oral Presentations, Price offers and Representations and Certifications by mail to 28 CONS/LGCA, Attn: Lt Guyer, 1000 Ellsworth St., Ste. 1200, Ellsworth AFB, South Dakota 57706. The tentative due date for receipt of proposal documentation is 4 P.M. MST on 12 June 2003. Oral Presentations will occur on or about 1 July 2003.
