76--Program Executive Officer Enterprise Information Services (PEO EIS) Congressional Quarterly (CQ) subscription renewal.

The Government intends to award a sole source purchase order to CQ-Roll Call, Inc. in accordance with FAR 13.106-1(b)(1)(i), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. CQ-Roll Call, Inc. will provide a one-year subscription membership for six PEO EIS users to access Congressionally-related information, databases, and online tools maintained by the company. This will provide PEO EIS with near real-time updates on legislative action, comprehensive records of Congressional activities, access to Congressional documents that affect the day-to-day operations and tools that assist in managing Congressional engagement. CQ-Roll Call, Inc. is the only provider of this highly specialized, comprehensive capability suite. Conversations with Congressional staff, contact with industry, and internet sources were utilized to identify additional qualified sources. Through market research, no other contractors were identified that can provide all of the same services and information with the same level of detail and scope required. Any responsible sources offering the same services and information with the same level of detail and scope required may submit a response which, if received prior to award, will be considered.
