The US Army Space and Missile Defense Command intends to award a sole source purchase order to Magnum Products LLC for galvanized/weatherized portable light towers that will be used to illuminate the JLENS Surveillance Radar and Fire Control Radar sites. The light towers must: 1) operate in extreme cold and hot temperature conditions (-40 degrees Celsius to +59 degrees Celsius); 2) survive extreme cold and hot temperature conditions (-46 degrees Celsius to +71 degrees Celsius); 3) not emit radio frequencies that interfere with the JLENS sensor systems; 4) emit light sufficient to illuminate the JLENS Aerostat and Mobile Mooring Station sweep zones during emplacement, maintenance and displacement (approximately 15 acres); 5) emit light as close to true color as possible and sufficient to illuminate equipment to ensure soldier safety by reducing the false reading of labels, symbols, and warnings using metal halide lamps; 6) meet JLENS Reliability, Maintainability, and Availability requirements of 2000+ hours between failures; 7) have commonality with existing JLENS equipment with sufficient capability to power Army light sets and other small powered items, within the JLENS battery, using their 120V and 240V convenience outlets; 8) have commonality with the Armys 2 level (field and sustainment) maintenance and supply support concepts; 9) utilize Army standard fuels (diesel and/or JP8); 10) be transportable using organic JLENS battery vehicles using a 3 pintle ring to fit Army vehicles; and 11) have full tubular steel frame trailer and 30 foot mast to meet or exceed JLENS environmental requirements for dust, blowing sand, and humidity conditions. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Award to any source other than Magnum Products LLC would result in unacceptable delays and substantial costs. Under the authority of FAR 6.302-1, this action is directed toward Magnum Products LLC. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source action is not a request for competitive proposals. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government.
