Description
The Billings Area Indian Health Service (IHS) in Billings, Montana is acquiring construction services in accordance with the attached technical specifications and drawing associated with Request for Quote (RFQ) 10-19-039-TRS for flooring replacement at the Fort Washakie Health Center, Wind River Service Unit in Fort Washakie, Wyoming. The procurement is conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR 36, Construction and Architect-Engineer Contracts. This solicitation will be 100% set-aside for Small Business concerns. The project is to remove the existing flooring and subfloor in various locations and replace with new subfloor and flooring. The existing carpet and vinyl is going to be replaced with carpet tiles, sheet vinyl, and luxury vinyl tiles (LVT) in various location on the plans. The work includes but is not limited to carpentry, flooring (sheet vinyl, LVT, Carpet Squares), subfloor, and moving furnishings. See plans and specifications for details. WAGE DETERMMINATION: General Decision Number: WY20190009 dated 01/04/2019 is applicable to the construction services as set forth in 29 CFR 5.5 (a) (1) (ii), Wage Rate Requirements (Building), formerly known as the Davis-Bacon Act. The estimated price range for this project is between $100,000 and $250,000. One of the payment protections referenced in Federal Acquisition Regulation (FAR) 52.228-13, "Alternative Payment Protections (JUL 2000)", must be submitted to this office within 30 days of receipt of award and prior to commencing work. The project is considered complete when the IHS Project Engineer has certified the final inspection. Project is expected to be complete within 90 days of receipt of award.
