Notice of Intent to Sole Source- Intelligent Mail Lockers - NAVSUP Multiple Locations

The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source, Firm Fixed Price (FFP) delivery order for the procurement and installation of six (6) Intelligent Mail Lockers and three (3) additional bank assemblies to Pitney Bowes, against General Services Administration (GSA) Federal Supply Schedule (FSS): GS-25F-0010M. It is the Governments intent to solicit, negotiate, and award on a sole source basis. The statutory authority for this sole-source procurement is FAR 8.405-6(a)(1)(i)(B), as only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The intelligent mail lockers need to be integrated with the existing SendSuite Tracking System supplied by Pitney Bowes. No other vendor software or equipment can interface with the Pitney Bowes proprietary SendSuite Tracking System that was procured by NAVSUP under contract N0024416F0187. Pitney Bowes is the sole proprietor of the SendSuite Tracking System and its modular extensions. The required Award Notice and Limited Sources Justification (LSJ) will be posted in accordance with the timeframes identified in FAR Subpart 8.405-6(a)(2)(i). The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 333318, Other Commercial and Service Industry Machinery Manufacturing, with a Small Business Size of 1000 employees. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within three (3) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
