This is a Notice of Intent to Award a Sole Source contract to SKM System Analysis, Inc.

The Naval Facilities Engineering Command, Atlantic intends to award a sole source firm fixed price purchase order to SKM Systems Analysis, Inc., 1 Pearl Street, Redondo Beach, CA 90277 to provide on-line training courses entitled, ‘Electrical Systems Power Analysis Training using SKM, Power Tools for Windows Softwareâ€�. The purpose of this requirement is to provide NAVFAC Capital Improvements Electrical Engineers Community of Practice on-line training on currently owned and upgraded SKM program software that is authorized for use on NAVFAC’s NMCI Network, for Win 7, Version 7.0.2.8. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotes; however, a vendor that believes it that it can meet the requirements herein may give written notice to the Contracting Officer no later than 3 September 2014 at 4:00PM EST. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government whether or not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Response to this sole source notice is not required.
