DESCRIPTION - REQUEST FOR INFORMATION - RFI The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Health Systems and Applications Portfolio (Code 6320) is seeking information on available e-Consult solutions. The AF/SG has determined that the Air Force Medical Service is in need of enhanced methods for providers to obtain access to analysis, diagnosis, and treatment skills from medical specialists who are not on-site, in near proximity or immediately available. e-Consult will provide the ability for medical experts to provide support by teleconsultation to healthcare workers and providers across the Joint enterprise and at forward locations. THE REQUIRED CAPABILITIES FOR E-CONSULT ARE: 1. Create and develop an e capability for use by all clinicians in a teleconference environment a. Discuss patient specific symptoms and diagnosis b. Develop treatment plans with other providers 2. Must be Net-Ready. 3. Allow consultations that can be described as either synchronous (real time between providers, with or without the patient also connected) or asynchronous (when the consultant is separated in time). 4. Allow communication between patients and providers via secure electronic methods for specific medical information concerning the patients case, diagnosis and/or plan of care. 5. Provide the ability for medical experts to provide support by teleconsultation to healthcare workers and providers across the Joint enterprise and at forward locations. 6. Develop a pilot program for CME certified specialist to consult and train providers to become CME certified mini champions at each MTF. 7. System must have the availability/capability for two way internet audiovisual communication at multiple sites simultaneously. 8. Must have audiovisual teleconsultation enterprise capability. 9. Must be Common Access Card (CAC) enabled. 10. Ensure all matters related to HIPPA are followed and patient confidentially and privacy is maintained whether the communications are synchronous or asynchronous. SUBMITTALS: The information received shall be reviewed to conduct objective, comparative assessments and validation of commercial equipment and systems. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. SPECIFIC INFORMATION SOUGHT INCLUDES: 1.
