Commander, Navy Installations Command (CNIC), Millington, TN, a Nonappropriated Fund Instrumentality (NAFI) of the Federal Government intends to award a Sole Source, Firm-Fixed Price contract to Council for Professional Recognition, 2040 16th Street NW, Washington, DC 20009 on a sole source basis. This is a follow-on requirement under HDQMWR-18-C-0002 from Council for Professional Recognition for continuation of the services already provided to all Navy Child and Youth Programs (CYP) worldwide. Services include Child Development Associated (CDA) and Military School-Age (MSA) credential to Navy CYP personnel to become qualified CIDA Advisors, Council Representatives, and MSA Representatives and to further candidate credentialing training. Additionally, the Contractor shall provide all administrative duties associated in processing Navy candidate assessment services required to award and renew the CDA & MSA credential. OPNAVINST 1700.9E, DODI 6060.2, DODI 6060.4, and the MCCA of 1989 require accreditation and certification of child development, school age, and youth programs; and must be accredited by an exterior authorizing body. This prerequisite helps CYP to remain a “benchmark for the Nation.” This necessity helps in building up and maintaining quality Navy Child and Youth programs (CYP). The National Association for the Education of Young Children (NAEYC) which is the accrediting body for early childhood programs requires teachers (direct care staff) to have at minimum a Child Development Associate (CDA). To comply and meet statutory requirements, DOD policy, and Navy standards a nationally recognized professional credential is vital. The nationally recognized professional credential, Child Development Associate (CDA®) is administered by the Council for Professional Recognition (Council), a non-profit national professional organization. The CDA® Child Development Associate National Credentialing Program is trademarked. Over the past decade, the Council for Professional Recognition was integral in certifying teacher and child development home provider qualifications for accreditation and quality programming. The Council has in-depth understanding of DOD child and youth services organizational structure and policy requirements. Through the existing contract, this unique position coupled with early learning and military school age expertise contributes to sustained compliance with statutory requirements, DOD policy, and Navy standards. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capabilities to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the Contract Specialist listed by the response date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is at the sole discretion of the NAFI to not compete on a full and open competition basis.
