This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement is to provide a scotch marine boiler per the attached specification. The solicitation number is WE133M-11-RQ-0045, and is issued as a RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. This action is a Total Small Business Set-aside, for NAICS code 238220, with a size standard of no more than $14Mil total annual revenue. See the attached RFQ and Specification for a description of the work to be performed, and items to be provided. All work is to be completed NLT 15MAR2011. The Boiler will be delivered to the NOAA facility located at 2002 SE Marine Science Dr, Newport, OR. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Award will be made on a Firm Fixed Price basis, to the responsible Offerror who provides a quote that is the best value to the Government. Best value is determined to be the lowest price, technically acceptable offer. All Quotes are to be accompanied by a a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition .
