NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Office of Personnel Management (OPM) intends to negotiate on a sole source basis a Fixed Price Purchase Order with Thought Inc located at 53 RD ST, STE 1030, San Francisco, CA 94103-3222, Cage Code 1Q268 for the purchase of renewing commercial software, maintenance support, and product upgrades of CocoBase Enterprise software. The estimated Period of Performance (PoP) is for two years consisting of a base period of one-year, 1 one-year option period, and a six-month extension of service (if needed) based on Federal Acquisition Regulation (FAR) clause 52.217-8. This software is proprietary and Thought Inc. is the sole source provider. In addition, Thought Inc. has exclusive rights and does not have authorized resellers or other entities to maintain it. The proposed contract action is for the CocoBase Software maintenance support and product upgrades in which the Government intends to solicit and negotiate with only one source In Accordance With (IAW) 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source. The Government intends to make an award by Feb 2020. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within 6 days of this publication. Interested firms must indicate whether they are large, small, any socio-economic classification, and whether they are U.S. or foreign owned.
