70 -- Intelligent Consensus 2000 (IC 2000)

The U.S. Department of Education intends to negotiate with Right Management Consultants, Inc. for renewal of its Intelligent Consensus 2000 (IC 2000) software license on a sole source basis in accordance with the authority of 41 U.S.C. 253(c) (1) only one responsible source. The term of the renewal would be for one year beginning January 1, 2005 with four additional one year option periods. The Department of Education (ED) has established, implemented, and is currently operating a 5-tier performance appraisal system known as the Education Performance Appraisal System (EDPAS). Additionally, a new 5-level Senior Executive Service Performance Appraisal System (SES/PAS) is expected to be implemented by December 31, 2004. The Right Management Consultants' IC2000 software supplies the package that supports the automation of the EDPAS system and will also support the automation of SESPAS. Right Management is the creator and manufacturer of the Intelligent Consensus 2000 software and solely holds all copyrights and distribution rights without exception. No other entity may sell, configure, support, or train users without license from Right Management. Right Management is the only responsible source available and no other supplies or services will satisfy agency requirements.
