Annual Maintenance for Access Gen License for the Redesigned Revenue Accounting Control System (RRACS) Renewal

INTENT TO AWARD A SOLE SOURCE ACQUISITION The Internal Revenue Service (IRS) intends to award a sole source purchase order to Response Systems, LTD, for the Redesigned Revenue Accounting Control System (RRACS) Access GEN License Renewal. The authority permitting a sole source acquisition is FAR 6.302-1, "Only One Responsible Source and no other supplies or services will satisfy agency requirement". The period of performance for this software is 09/15/2021 - 09/14/2026. The Internal Revenue Service (IRS) has been contracting for Annual Maintenance for Access Gen License for the Redesigned Revenue Accounting Control System (RRACS), or ‘Access Gen’, since 2011. Its use as a development tool facilitates existing processes such as creating subsets for download or for aggregating sets for migration. The service reduces project bottlenecks to ensure traditional pitfalls of development are avoided. It maximizes the development team efficiencies. Access Gen (TSO) supports CA Gen projects by increasing productivity by greater than 10%. This TSO based mainframe application has features specifically targeted to give Host Encyclopedia development teams immediate access to the information that required for day-to-day use which updates without the need to download. This product has features and capabilities not found in the competition and this vendor is the only source for acquiring license for this product. No solicitation package will be issued on SAM.gov. This notice of intent to conduct a sole source procurement is not a request for quotations; however, the Government will consider responses received no later than September 6, 2021, 10AM EST. Responses shall be submitted to [email protected]. Responses shall include, at a minimum, the following information: The name of your company; Company DUNS No.; POC name and contact information; The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and, A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your ability to provide Justinmind Software. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
