NOTICE OF INTENT The U.S. Department of Energy (DOE), Office of the Chief Information Officer intends to issue an additional level of effort to continue to provide Assessment and Authorization support services with “System 1, Inc” located in Bethesda, MD. The DOE is seeking an additional level of effort for this period of performance one (1) two-month PoP extension, with the option to exercise an additional four (4) one-month periods, to Task Order DE-DT0012292. If all the option periods are exercised, the completion of PoP will be October 28, 2021. The DOE requires System 1, Inc to provide a continuation of Assessment and Authorization support services to various DOE program offices. Under this additional level of effort, the scope of work will remain unchanged. As the incumbent contractor, System 1 is currently the only uniquely qualified contractor that can provide A&A services without an interruption in services. The additional level of effort is required to meet the requirements of the DOE while a new solicitation is being competed. The authority for this extension is FAR 8.405-6 (a)(1)(i)(B) “Only one source is capable of providing the supplies and services required at the level of quality required because the supplies or services are unique or highly specialized”. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit a capability statement by May 14, 2021 at 8 AM EST via email to
[email protected]. The capability statement shall include a detailed discussion demonstrating experience and expertise in providing the current services under DE-DT0012292. A determination by the Government to consider procuring the services under DE-DT0012292 from a source other than System 1 is solely within the discretion of the Government.
